Judy Goldman is a founding shareholder of GDL and a highly respected real estate attorney and trusted advisor to commercial and residential developers and owners throughout the Washington, D.C. metropolitan region. With more than four decades of experience, her practice encompasses a wide range of complex transactions, including the development of residential communities, commercial projects, and mixed-use developments.

Her clients include real estate investors and developers involved in the acquisition, financing, and operation of residential communities, multifamily properties, commercial office buildings, and retail centers. Judy counsels clients through the full lifecycle of real estate projects and high-value, multi-phase developments, including acquisitions, financing, joint venture structuring, and the negotiation of development and partnership arrangements.

She represents developers in the acquisition and financing of real estate and the development of improvements on those sites. Judy advises on the structuring of joint venture arrangements and master development, easement and cost-sharing agreements among multiple parties participating in the development of large, mixed-use communities.  She also advises on the structuring and operation of master communities that include various proposed uses, including single-family detached and single-family attached dwelling units intended for homeownership, multifamily buildings which will include units for homeownership or units for rental, as well as commercial and retail components. She also negotiates joint development agreements and land disposition and development agreements with local governmental agencies.

Her practice encompasses the full range of transactional documentation associated with the acquisition and development of real estate, including letters of intent, purchase and sale agreements, development agreements, easement agreements, restrictive covenants, cost-sharing agreements, as well as the documents for the acquisition, development and construction financing required for the proposed development. In addition, Judy assists clients in the negotiation of the organizational documents required by the developers, and prepares all necessary organizational documents, including, without limitation, operating agreements, partnership agreements and joint venture agreements among the participants in the development.

Judy’s practice also includes the preparation of the documentation required for the establishment of the master community associations, as well as residential and commercial condominium regimes and residential homeowner associations.  She works closely with developers and local governmental authorities to structure and implement the affordable housing requirements associated with the development of new communities, and other proffers and requirements imposed by the land use approvals for the specific development.

A key aspect of Judy’s practice involves helping clients navigate evolving regulatory and market conditions. She has guided clients through multiple real estate cycles, including periods of economic disruption, helping them adapt strategies and successfully complete projects.

Judy has long represented EYA, a prominent Washington, D.C.-area residential development firm known for urban infill and mixed-income communities, providing legal counsel on numerous award-winning projects, including numerous developments recognized with the prestigious  awards for excellence in housing.

As a founding shareholder and the firm’s sole female equity partner, Judy has played a pivotal role in the growth and evolution of Greenstein DeLorme & Luchs since its founding in 1989. She remains actively involved in mentoring attorneys and supporting the development of the firm’s next generation of leaders.
