Biography: Born in Washington, D.C., Mr. Luchs graduated with high honors from Oberlin College in 1973 and received his law degree from George Washington University with honors in 1976.
Mr. Luchs was admitted to the Bar of the District of Columbia in 1976 and later became a member of the Bar of the U.S. Court of Appeals for the District of Columbia Circuit, the United States Supreme Court, the Court of Appeals of Maryland and the U.S. Court of Appeals for the Fourth Circuit.
Mr. Luchs was an Instructor with the Graduate Realtor Institute from 1988 to 1994. He has also been certified by the District of Columbia Real Estate Commission to provide instruction in fair housing. Mr. Luchs was recently the co-presenter of a program entitled “Fair Housing Do’s and Don’ts for the New Millennium,” the videotape of which is circulated nationally by Creative Marketing Concepts Inc. He was a Member of the Apartment and Office Building of Metropolitan Washington Tax Policy Committee in 1992. He has been Chair of the Apartment and Office Building of Metropolitan Washington Maryland Legislative Committee since 1996.
Mr. Luchs is a Member of the Section on Real Estate, Housing and Land Use of the D.C. Bar Association. He has been on the Standing Committee on Rental Housing since 1988. He has been a Member of the D.C. Bar’s Landlord/Tenant Task Force since 1995 and a Member of the Council for Court Excellence since 1995. He is also a Member of the Bar Association of the District of Columbia and of the American Bar Association. Mr. Luchs is Chair of the Task Force reviewing Chapter 53A of the Montgomery County Code, which contains provisions governing the right of first refusal for residential housing. Mr. Luchs practices principally in the areas of real estate and commercial law, with a concentration in real estate-related and commercial litigation. Mr. Luchs has handled numerous trials and appellate matters. He has extensive experience in the areas of real estate brokerage, property management, real estate purchase and sale contracts, commercial and residential landlord and tenant matters, rent control, fair housing and employment law.
