Biography: Born in New York, New York, Mr. Greenstein is a founding Shareholder of Greenstein DeLorme & Luchs, P.C.  He was admitted to the District of Columbia Bar in 1968 after having completed his undergraduate and law school education at New York University (B.A., 1965) and George Washington University (J.D., 1968), respectively.  In 1968, he received the Distinguished Service Award from the Legal Aid Bureau at George Washington University.  Mr. Greenstein’s practice is focused primarily on commercial leasing; real estate acquisition, development and financing; rental housing; and business organization matters.  In addition to the structuring, negotiation and documentation of transactions.  Mr. Greenstein often serves as a counselor to clients on business and related issues.

 

Mr. Greenstein began his legal career with the Neighborhood Legal Services Program in Washington, D.C. as a Staff Attorney and from 1969 to 1979 was a lawyer and then an administrator with the District of Columbia Department of Housing and Community Development and its predecessor agencies. Mr. Greenstein eventually came to be in charge of all of the City’s housing code enforcement, housing rehabilitation, and condominium and cooperative regulation programs.  During that time he authored "Federally Assisted Code Enforcement—Problems and Approaches" for the American Bar Association Quarterly on Local Government Law and also served as a member of the Mayor's Advisory Committee on Consumer Affairs and as Chairman, D.C. Board for the Condemnation of Insanitary Buildings. 

 

Mr. Greenstein has been involved in a significant range of public service, trade association and community activities throughout his professional career.  These include serving as the Mayorally appointed Attorney Member of the District of Columbia Real Estate Commission (which licenses and regulates real estate brokers and property managers) from 1984-1987, and, by reappointment, from 1988-1990; with other Mayoral appointments as Member, D.C. Commission on Housing Production, 1985-1989; Member, Mayor's Rent Control Study Advisory Group, 1986-1989; and Member, D.C.
