Vincent Mark J. Policy
Mark Policy practices in the areas of real estate acquisition and sales, administrative law, commercial leasing and sales, real estate finance, commercial and residential brokerage and property management, development, regulatory matters and both trial and appellate litigation. Mr. Policy has a broad range of litigation experience, including representation of the United States in the valuation of the former Penn Central Railroad and frequent representation of trade associations in litigation before trial courts and courts of appeal concerning issues which broadly impact the real estate industry. He has a well-recognized expertise in litigation involving rent control, condominium conversions, D.C.'s Tenant Opportunity to Purchase Act, and related landlord and tenant laws. Mr. Policy has extensive expertise in leasing transactions involving office, retail, mixed-use, restaurant and business park projects. He represents clients in the negotiation and documentation of lease transactions for various sizes and types of projects in Washington D.C., Maryland and Virginia, including several in excess of 400,000 square feet. Mr. Policy is also a well-recognized litigator in administrative proceedings before the D.C. Board of Elections and Ethics and before the trial courts and courts of appeal regarding ballot initiatives, referenda and election challenges.
Representative Matters
Mr. Policy is presently representing a major trade association concerning the deregulation of utilities in the District of Columbia, Maryland and Virginia and how to implement the potential benefits to the association’s members. Noteworthy litigated cases include Hessey v. D.C. Bd. of Elections & Ethics, 601 A.2d 3 (D.C. 1991) and Williams v. D.C. Bd. of Elections & Ethics, 804 A.2d 316 (D.C. 2002).

Mr. Policy is a founding shareholder of GDL. Mr. Policy was the first Chairperson of the D.C. Bar’s Standing Committee on Rental Housing, and has been a member since 1986. Mr. Policy is a member of the Board of Directors of a major utility brokerage company and a major education trust. He represents major trade associations in legislative matters and in litigation. Mr. Policy was a Member of the Mayor's Advisory Committee on the District of Columbia Rent Control Study from 1986 to 1989.
